Thank you for your responses.

The solution was to implement (any kind of) STONITH, because in order 
for Pacemaker to declare the quorate node healthy, it needs to 
successfully fence the other, non-quorate node.

Forcibly disconnected node isn't gracefully shut down from Pacemaker's 
point of view (ie. it's UNCLEAN) and therefore the survived node was 
"paused" by Pacemaker, which is intended.
