[Ocfs2-test-devel] ocfs2-test: Another small fix

During some tests validating the RPM package, I found that there was a 
permission problem with the file mpihosts. Since the RPM files have 
root ownership, a regular user would be unable to create the file in the
directory workfiles.

To fix this problem, it now create the tmp directory with permission set to
1777. That way, any user can create the mpihosts file during execution.

The skel files were also changed to point to the tmp directory.
