Do we need to download and to reinstall ISO or OVA whenever there is a RPM update?
May we just download the new RPMs and update them?

Sure, just follow the docs at https://oss.oracle.com/projects/linux-sparc/

We provide an ISO (for bare-metal) or an OVA for Oracle Linux for SPARC (LDOM).
