[graalvm-dev] Transfer of https://github.com/mandrel/mandrel-packaging/ to https://github.com/graalvm/mandrel-packaging/

One way to do this is to transfer the repo to the personal GitHub of one of
the admins of the receiving org, then he/she can transfer to the target
organization.
