Description of changes:

[2.1.17-12]
- backport for selecting which key to use for validation so that it prefers
   "host" services with the local host name as the instance in the right 
realm,
   from HEAD (#531471)

[2.1.17-11]
- backport changes to ask for much less in the way of credential options
   when we're just obtaining password-changing creds (#490160)

[2.1.17-10]
- don't enforce minimum_uid when no_user_check is also used, from
   HEAD (#490403)
