Description of changes:

- Update ovs-agent version to 3.2.8 for 3.2.8 errata

[3.2.7-1.4]
- Explicitly set the  bridge MAC to the underlying ethx MAC to prevent
   the bridge MAC of changing when a VIF of lower MAC value connect to it.
