Description of changes:

[3.1.1-89.3 ]
- Increase max number of bonds from 6 TO 10 for ovm 3.1.1 [bug 13998493]

[3.1.1-89.2 ]
- add local vm running lock
   Before this patch, if users start the same VM upon it rebooting 
(shutdown, butabout to start), two instances could be started.
   With this patch, we add a local VM running lock. Then either the 
rebooting
   instance get the lock, or the newly started one.
   We add a new local lock because the current dlm lock doesn't support 
this; dlmlock only prevent the VM from running on multiple nodes.

   This works even when xend is stopped.
