Check what type of file you have:

# wget -q http://prdownloads.sourceforge.net/bvi/bvi-1.3.2.src.tar.gz
# file bvi/bvi-1.3.2.src.tar.gz
bvi-1.3.2.src.tar.gz: HTML document text

In my case I got the page for choosing download server on Sourceforge.
