[Ocfs2-tools-devel] Global heartbeat and new o2cb tool - drop#3

This is the third drop of the global heartbeat + new o2cb tool. This
blast contains the tools patches. The kernel patches will follow.
There are few differences from the last drop. For starters, this drop
has been tested. Well, light functional testing. Second, mounted.ocfs2
has been updated to show the cluster info. (G) is short for global heartbeat.
Third, mkfs now sports a new argument "--global-heartbeat". This is needed
to format the heartbeat disks. Lastly, "o2cb start-heartbeat" now detects
regions removed from the configuration and stops heartbeating on them.
Rest of the changes are fixes to bugs that were encountered during testing.
