[Ocfs2-tools-devel] Revised pacemaker patch

Hi All,

I finally had another crack at overhauling the Pacemaker hooks based  
on previous feedback.
- Reuses more code from the Pacemaker libraries
- Escalates fencing to the cluster manager instead of initiating it  
directly
- Uses log_error/log_debug for logging

Patch is against current master.
