    configure: Detect when libcom_err cannot be built statically.
    
    Recent versions of libcom_err have taken on libpthread dependencies.
    This means it cannot be linked statically.  We need to add libcom_err to
    our static linking checks and link o2cb_ctl and fsck.ocfs2
    appropriately.
