Does the same happen if you try to download something else from OTN?
I've tried from US, UK and South America (a friend ran it for me from
Brazil) and they are all pretty fast. Page load is in average of less
than 2 seconds.
The command Sunil suggested (wget -r -l1
http://oss.oracle.com/projects/ocfs2/) takes less than 15 seconds, but
it downloads every single reference that is not usually loaded when you
open a page (68 files).
My guess is that the problem is somewhere in your ISP. Maybe if you try
to traceroute to oss it may show where it is slowing down.
