[fedfs-utils] fedfs-utils-0.7.0 release candidate 1

I've created a branch for fedfs-utils-0.7.0 release candidates:

The first 0.7.0 release candidate is available there, tagged fedfs-utils-0.7.0-rc1.  This is 33 large commits: a lot of work to review.  Comments are open until September 2.  When we are happy with these, I'll commit them to the master branch and announce the release.

I've also updated the project roadmap:

The next release (0.8.0) is scheduled for 4Q CY11.  Have a look at what is planned for that release, and don't hesitate to comment.  I'm going to be at the Linux Plumber's Conference in Santa Rosa September 7-9 expressly to discuss plans for fedfs-utils.
