Description of changes:

[6.8-4]
- There is no need to hardcode _sbindir anymore, also the old value is incorrect
- Update the rngd.service file
- Fix a busyloop bug (bz 1956248)
- Fix /dev/hwrng permission issue (bz 1955522)
