Description of changes:

[2014d-1]
- Rebase to 2014d
   - zic no longer generates files containing time stamps before
     the Big Bang.  This works around GNOME bug 730332

[2014c-1]
- Rebase to 2014c
   - Egypt's government to re-apply daylight saving time.
   - zic now generates transitions for minimum time values
   - Port to Cygwin sans glibc.
   - Remove now-confusing comment about Jordan.
