- Add rpc.quotad(8) symlink to rquotad(8) manual (bug #593647)

[3.12-8]
- Show grace period even if hard limit has been reached (bug #77871)
- warnquota(8) manual should constrain only to local FS (bug #395301)
- Remove xqmstats(8) manual as we do not provide the executable (bug 
#436100)
- Add quotaoff(8) symlink to quotaon(8) manual (bug #436110)
- Add dynamic allocation of mount point table (bug #515697)
- Clean formal spec file errors, tag configuration files and remove 
executable
   bit from header file, fix Source0 URL (bug #591414)
