- On RHEL 5, arch package cannot have noarch subpackages.  Instead we
  build tzdata as arch package.  Or argh.

- Introduce tzdata-java
  - The java subpackage has to be built on java-enabled architecture.
    But we can't use ExclusiveArch with noarch package.  So instead we
    make tzdata arch, and then conditionally enable noarch java
    subpackage.
  - Original tzdata package became tzdata-c, a noarch subpackage.
  - Credits go to msivak at redhat.com and dbhole at redhat.com
