- Add an epoch back in (evidently when libsdp was part of the openib package
  it had an epoch that was missed when it was split out)
- Resolves: bz451637

openib-mstflint:

[1.3-1]
- Remove the obsolete of the mstflint package to resolve a circular 
obsolete issue
- Related: bz451638

openib-perftest:

[1.2-11]
- Remove the obsoletes of perftest so that we can break an update loop
- Related: bz451638

- Fix the fact that the itc clock on ia64 may be a multiple of the cpu clock
- Related: bz441825

- Split out to separate package (used to be part of openib package)
