[Ksplice][Uptrack-Announce-Ubuntu] Support for Ubuntu 19.10

On October 17th, 2019, Ubuntu 19.10 Eoan Ermine was released. The Ksplice
team is happy to announce support for this latest release of Ubuntu
starting from kernel 5.3.0-18.19.
Customers and free version users who install Ksplice now can keep their
kernel up-to-date without requiring a reboot.

The free desktop version can be obtained from:

Legacy customers can follow the installation process located at:
