[Ksplice][Uptrack-Announce-Ubuntu] Support for Ubuntu 18.10

On October 18, 2018, Ubuntu 18.10 Cosmic Cuttlefish was released. The 
Ksplice team is happy to announce support for this latest release of 
Ubuntu.  There are currently no updates for the released Cosmic kernel.  
Customers and free version users who install Ksplice now can keep their 
kernel up-to-date without requiring a reboot. 

The free desktop version can be obtained from:

Legacy customers can follow the installation process located at:
  https://ksplice.oracle.com/legacy
