[Ksplice][Uptrack-Announce-RHEL] Announcing support for Fedora 28

On May 1st, 2018, Fedora 28 was released. The Ksplice team is happy to
announce support for this latest release of Fedora. Customers and free
version users who install Ksplice now can keep their kernel up-to-date
without requiring a reboot.
