[graalvm-dev] Transfer of https://github.com/mandrel/mandrel-packaging/ to https://github.com/graalvm/mandrel-packaging/

Hello fellow graalvm developers,

We (Mandrel team at Red Hat) would like to transfer the
mandrel-packaging repository [1] (responsible for producing Mandrel
releases) from the mandrel organization (which is now obsolete) to the
graalvm organization.
Before doing so we would like to ask if there are any objections.
